Explanation
The Panels Application fills the columns beside the page content with Panels, each of them a wiki page carrying a Panels.PanelClass xobject. As an administrator you decide which columns a wiki or a page shows, which Panels go into them, and in which order.
Both decisions are taken in the Panel Wizard, which you reach by opening it from the administration. Its "Page Layout" tab is where you select the Panel columns displayed, and its "Panel List" tab is where you arrange the Panels in a column. A configuration set on the wiki applies to every page under it and can be overridden page by page, which Scope of a Panel Configuration explains.
Two of the bundled Panels have an administration section of their own. In the Navigation Panel administration you control the order of Pages and exclude Pages from the tree; separately, you configure the Applications Panel to choose which applications it lists. Panels Bundled with XWiki lists everything the wiki ships with.
When none of them fits, create a Panel of your own and fill in its properties. On a wiki holding many Panels the Wizard can become slow to open, a case covered by Panel Wizard Slowness.
FAQ
What rights do I need?
Administration rights on the wiki to change the wiki configuration or to create a Panel, and administration rights on a page to override the configuration for that page alone.
Can readers undo what I configure?
Only the shape of a visible column: a reader can resize or collapse it for themselves. Which Panels are shown, and whether a column exists at all, stays yours.
