Explanation

The Python 3 PyPI Repository extension adds PyPI, the repository of the Python packages, to the Extension Manager, so that an administrator can install Python 3 packages the same way as any other extension. The scripts written with the Python 3 Macro can then import them.

Install Python Packages walks through the installation of a package, PyPI Repository Limitations says which packages can be installed and which versions are selected, and PyPI Repository Configuration lists the properties to set in xwiki.properties.

No. The scripts run on GraalPy, a Python 3 implementation which runs inside the Java virtual machine of XWiki.

Who can use the installed packages?
