Steps

Open the administration section the Navigation Panel has of its own, separate from the Panel Wizard, holding the order of the Pages it lists and the ones it leaves out, among the rest of the Panels configuration.

1. Administer your wiki.
2. Select "Look & Feel", then select "Navigation Panel".

   

3. The section opens on the tree of top-level Pages, with the "Excluded Pages" area beside it and one "Save" button covering both, as follows:

Why is there only one "Save" button?

The tree and the "Excluded Pages" area belong to the same form, so one click stores the order and the exclusions together.

Can I configure this for a single page?

No. Unlike the Panel Wizard, the Navigation Panel configuration is stored once for the whole wiki.
