Creating a new Page leads to opening the creation wizard for Pages. There are multiple ways to open the creation wizard:

Adding a wanted link	While editing an existing Page (using either the in-place WYSIWYG editor, the standalone WYSIWYG editor, or the wiki editor), you can create a link to a new Page. The link will appear with a question mark next to it, indicating that the Page doesn’t exist yet. Click the link to open the creation wizard.
Using the "Create" button	You can create a new child Page for the current Page by using the "Create" button. You can also create top-level Pages by creating the Page from the wiki's homepage. If your intention was really to create a child of the homepage (which is not usually the case for homepages), then you can use the "Location Picker" and select the homepage as parent of the new Page.
Entering directly the URL of the new Page	You can also type the new Page name (and its path) directly in your browser’s URL. For example: http://localhost:8080/xwiki/bin/view/sandbox-test/test-page. If the target Page doesn’t exist, XWiki will display an empty Page with a message indicating that the Page is missing, along with a link to create it. In this case, the page title will initially be the page name.
