Creating a new Page leads to opening the creation wizard for Pages. There are multiple ways to open the creation wizard:

Adding a wanted linkWhile editing an existing Page (using either the in-place WYSIWYG editor, the standalone WYSIWYG editor, or the wiki editor), you can create a link to a new Page. The link will appear with a question mark next to it, indicating that the Page doesn’t exist yet. Click the link to open the creation wizard.wanted-link.png
Using the "Create" buttonYou can create a new child Page for the current Page by using the "Create" button. You can also create top-level Pages by creating the Page from the wiki's homepage. If your intention was really to create a child of the homepage (which is not usually the case for homepages), then you can use the "Location Picker" and select the homepage as parent of the new Page.create-button.png
Entering directly the URL of the new PageYou can also type the new Page name (and its path) directly in your browser’s URL.
For example: http://localhost:8080/xwiki/bin/view/sandbox-test/test-page. If the target Page doesn’t exist, XWiki will display an empty Page with a message indicating that the Page is missing, along with a link to create it. In this case, the page title will initially be the page name.
