XWiki reads its settings through the Configuration Module, which takes them from two places:

• The configuration files of the web application, xwiki/WEB-INF/xwiki.cfg and xwiki/WEB-INF/xwiki.properties. Some settings exist only here and have no equivalent in the administration. xwiki.cfg is the historical file, and its options are progressively being moved to xwiki.properties. Stop the XWiki server before editing either file, and restart it afterwards.
• The wiki administration, which applies the changes while the server keeps running.
