Addition of "panel-header-color"

Added a new parameter to the color theme, to control panel header text color. See the Flamingo Color Theme documentation.
In order to give more versability when customizing Panel appearance, the panel header color has been added to the Color Theme parameters. This goes along the removal of the panel-default-text from this interface, which did not allow positive change to the panels.
